What The Law Requires
Strip away the detail and EU tachograph rules come down to three obligations. Driver card data must be downloaded at least every 28 days. Vehicle unit data must be downloaded at least every 90 days. And all of it must be stored securely for a minimum of 12 months, with some member states requiring longer. These duties sit under Regulation (EU) No 165/2014, the regulation that governs tachographs across the EU, and they apply whether you run three vehicles or three hundred.
What changes from one operator to the next is not the rule, it is how you meet it. A small fleet making local journeys, and returning to the depot every day can satisfy the 90-day window with someone walking out to each cab with a handheld tool. A long-haul operator with a large number of trucks that spend weeks abroad cannot. That single difference is what your choice of downloader really comes down to.
An additional factor to note is that the fleets making long distance journeys will have a greater need to track complex working hours and rest data, as trips can't be completed within a normal working day. Short local journeys rarely require such a degree of oversight.
One point is worth clearing up early, because it causes confusion: the Smart Tachograph 2 retrofit deadlines apply to international transport. The Two Jobs A Downloader Has To Do
Before comparing devices, it helps to know that "downloading" covers two separate jobs, and not every device does both.
The first job is pulling data from the vehicle unit, the tachograph head in the cab. This is the record of the vehicle: speed, distance, driving events and faults. It is the data tied to the 90-day window.
The second job is reading the driver card, the smart card each driver carries. This holds the individual's activity: driving, other work and rest. It is the data tied to the 28-day window.
Some tools do only one of these. Some do both. A simple manual downloader pulls vehicle unit data and, through the tacho, the card of whichever driver is present. A dedicated card reader only handles cards. Knowing which job you are actually trying to solve, or whether you need both covered, is the first filter to apply to any device.
Where The Company Card Comes In
There is one more piece that trips up a lot of buyers: the company card. To download data from the vehicle unit, you need one. The company card authenticates your business to the tachograph, authorises the download, and locks your data so that other operators cannot read it.
The practical question is how each device handles that card, because it differs by type. Manual and handheld tools generally need the physical company card inserted at the point of download, or a download key that has been pre-configured with the card's credentials. Remote and embedded downloaders take a different approach: they store the authentication once, so downloads then run automatically with nobody present and the company card itself stays locked in a drawer at the office. When you are weighing up devices, ask how each one uses the company card. It tells you a great deal about how much hands-on work the device will need in practice.
The Main Types Of Tachograph Downloader

Manual and handheld download tools
The original approach, and still the right one for plenty of operators. A portable device plugs into the tachograph and pulls its data onto an SD card or over USB. There is no subscription and no installation. The trade-off is labour: someone has to physically visit each vehicle, on a schedule, to stay inside the download windows. That is manageable when the fleet is small or the vehicles return to a depot regularly, and it becomes a real chore when they do not. Nobody wants to spend their Sunday afternoon hopping in and out of lorries, but it happens more often that you would think.

Driver card readers and depot upload stations
The third category deals specifically with the driver-card side of compliance. A handheld card reader lets a driver read their card on the road and send the data on via a smartphone. A depot upload station sits in an easily accessible location at base, and drivers tap or insert their card on the way in, allowing data to be captured right up to the last minute if necessary.

- How big is your fleet? A handful of vehicles rarely justifies the cost of remote hardware in every cab. Once you are closer to double figures, the admin of manual downloads starts to outweigh the saving.
- Do vehicles return to a depot daily, or stay on the road? Regular returns keep manual tools viable. Vehicles that live on the road for weeks point straight at remote downloaders.

Common Mistakes Fleet Managers Make
A few errors come up again and again.
The first is buying remote downloaders for a fleet that is always at the depot. If your vehicles are parked outside every night, you are paying a subscription to solve a problem you do not have.
The second is the opposite: relying on manual downloads for long-haul vehicles. If a truck is abroad for six weeks, nobody is walking out to it with a handheld tool, and the 90-day window is missed.
The third is forgetting the driver-card side entirely. It is easy to focus on the vehicle unit and lose track of the 28-day card window, which is the tighter of the two.
The newest one is assuming vans are exempt. Since 1 July 2026, vans between 2.5 and 3.5 tonnes used for international freight or cabotage have needed a Smart Tachograph 2, and they now fall within the EU driving and rest time rules under Regulation (EC) No 561/2006. Operators who moved light commercials onto international routes may be facing download obligations they simply did not have a year ago.
Choosing The Right Device

Match the device type to the operation: manual tools for small, depot-based fleets, remote downloaders for vehicles that live on the road, and card readers or a depot station for driver-card data.
